Transport Focus, one of EPF’s UK based member organisations, recently conducted research in collaboration with Network Rail and the Office of Road and Rail (ORR). The study was designed to understand passengers’ views and aspirations regarding train performance and to help shape decisions about resetting passenger train performance measures for the 2026 to 2029 period.

The research aimed to explore into passengers’ perceptions of train performance in general, focusing on their expectations and definitions of punctuality. By capturing these insights, the study provides valuable guidance for aligning industry performance metrics with what truly matters to passengers.

The report highlights:

  • Passengers’ desire for consistent and clear definitions of punctuality;
  • The importance of reliable and timely train services in driving passenger satisfaction;
  • How current performance measures do or do not reflect passengers’ experiences and expectations.

The findings are expected to play an important role in shaping future train performance standards, ensuring that they resonate with passenger priorities.
